libptexenc-dev software package provides TeX Live: ptex encoding library (development part), you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libptexenc-dev
libptexenc-dev is installed in your system.
Make ensure the libptexenc-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libptexenc-dev *
You will get with libptexenc-dev package name, version, architecture and description in a table
